簡要規(guī)則描述：本項(xiàng)目主要包括拆除瀝青混凝土面層、翻挖人行道板、仿古地磚、拆除側(cè)石、安裝高密度聚乙烯雙壁纏繞管（最大管徑DN600）、道路修復(fù)工程、建筑垃圾外運(yùn)等內(nèi)容。（具體數(shù)量及要求詳見圖紙及工程量清單）
Brief Specification Description: This project mainly includes the removal of the asphalt concrete surface layer, the excavation of the sidewalk slabs, the installation of antique floor tiles, the removal of curb stones, the installation of high-density polyethylene double-wall wound pipes (with a maximum pipe diameter of DN600), road repair works, and the transportation of construction waste, etc. (For specific quantities and requirements, please refer to the drawings and bill of quantities.

二、申請人的資格要求
2. Qualification Requirements for Suppliers
(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落實(shí)政府采購政策需滿足的資格要求：
（1）落實(shí)預(yù)留份額措施，提高中小企業(yè)在政府采購中的份額，支持中小企業(yè)發(fā)展：本項(xiàng)目是專門面向中小企業(yè)采購，評審時(shí)，小微企業(yè)產(chǎn)品均不執(zhí)行價(jià)格折扣優(yōu)惠。
（2）扶持監(jiān)獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；
（3）優(yōu)先采購節(jié)能環(huán)保產(chǎn)品政策：在技術(shù)、服務(wù)等指標(biāo)同等條件下，對財(cái)政部財(cái)庫〔2019〕18號和財(cái)政部財(cái)庫〔2019〕19號文公布的節(jié)能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實(shí)行優(yōu)先采購；對節(jié)能產(chǎn)品品目清單中以“★”標(biāo)注的產(chǎn)品，實(shí)行強(qiáng)制采購。供應(yīng)商須提供具有國家確定的認(rèn)證機(jī)構(gòu)出具的、處于有效期之內(nèi)的認(rèn)證證書方能享受優(yōu)先采購或強(qiáng)制采購政策。
