簡要規(guī)則描述：為配合宣黃公路新建工程項目建設(shè)，保證沿線河道填堵平衡，擬開展老港鎮(zhèn)煙橋墩港（宣黃公路上下游）河道建設(shè)工程。（具體工作內(nèi)容及要求詳見競爭性磋商文件、工程量清單及圖紙）。
Brief Specification Description: To support the construction of the Xuanhuang Expressway project and ensure the balance of river embankment filling along the route, it is proposed to carry out the river construction project of the Yanqiaodun Port in Laogang Town (upstream and downstream of the Xuanhuang Expressway). (For specific work content and requirements, please refer to the competitive consultation documents, bill of quantities, and drawings).

二、申請人的資格要求
2. Qualification Requirements for Suppliers
(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落實政府采購政策需滿足的資格要求：
（1）項目執(zhí)行《政府采購促進中小企業(yè)發(fā)展管理辦法》的通知（財庫〔2020〕46號）及《關(guān)于進一步加大政府采購支持中小企業(yè)力度》的通知（財庫〔2022〕19號）；
（2）落實預(yù)留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項目專門面向中小企業(yè)采購，評審時中小企業(yè)產(chǎn)品均不執(zhí)行價格折扣優(yōu)惠；
（3）扶持監(jiān)獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；
（4）優(yōu)先采購節(jié)能環(huán)保產(chǎn)品政策：在技術(shù)、服務(wù)等指標同等條件下，對財政部財庫〔2019〕18號和財政部財庫〔2019〕19號文公布的節(jié)能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實行優(yōu)先采購；對節(jié)能產(chǎn)品品目清單中以“★”標注的產(chǎn)品，實行強制采購。供應(yīng)商須提供具有國家確定的認證機構(gòu)出具的、處于有效期之內(nèi)的認證證書方能享受優(yōu)先采購或強制采購政策；
（5）購買國貨政策：本項目不接受進口產(chǎn)品；
