中化建國際招標有限責任公司（以下稱為“招標代理機構”）受中海殼牌石油化工有限公司（以下稱為“招標人”）委托，就中海殼牌惠州三期乙烯項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as “Tenderee”), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.
1.  招標條件

項目概況：中海殼牌石油化工有限公司（以下簡稱“中海殼牌”）擬在廣東惠州大亞灣石化產業園區新建中海殼牌惠州三期乙烯項目，以實現其打造世界級、高度一體化的石化基地的愿景。
Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.
資金到位或資金來源落實情況：已落實。

2.  招標內容：Bidding Contents:
貨物名稱：LAO、ID、SHF 裝置色譜分析儀系統
Name of Goods: Chromatograph Analyzer System
數量：4套色譜分析儀系統（含4套小屋，20臺氣相色譜分析儀）
Quantity: 4 sets of chromatograph analyzer systems (including 4 analyzer houses, 20 set of chromatograph analyzers)
主要技術規格：色譜分析儀柱箱加熱方式必須使用空氣浴加熱，色譜分析儀液相進樣，必須采用帶汽化功能的專用液體采樣閥。依據儀表規格書，被測組份的量程低于500ppm時，色譜分析儀必須選用FID檢測器，測量500ppm以下微量的CO、CO2，必須采用FID+甲烷轉換器。
Main Specifications: The heating method for the column oven of the chromatographic analyzer must be air bath heating. For liquid phase injection in a chromatographic analyzer, a liquid sampling valve with vaporization function must be used. According to the instrument specification, when the range of the component to be measured is less than 500ppm, the chromatographic analyzer must use an FID detector. To measure trace amounts of CO and CO2 below 500ppm, an FID+ methane converter must be adopted.

3. 對投標人的資格和業績要求：

（1）資格要求
Requirements for Qualification of Bidder
A．如果投標人為境內注冊公司，投標人需提供合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照，投標時需提供原件掃描件（原件備查）；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；
The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 本次招標不接受代理商投標。投標人應為所投色譜分析系統的制造商/集成商。如果投標人是制造廠商所在集團內負責銷售的公司，投標人應提供聲明，說明投標人與制造廠商隸屬同一集團，負責投標貨物的銷售工作。如果投標人是制造廠商同一集團負責銷售的所投產品的全資子公司、控股子公司（投標人應提供制造商或其上級公司證明上述事項的證明文件），則視投標人為制造商。同一集團同一品牌不同工廠制造的同型號或同系列的產品業績，招標人均認可。
Bid by Agent is not accepted. The bidder shall be the manufacturer or integrator of the Bid Chromatograph Analyzer System. If the bidder is a wholly-owned subsidiary or holding subsidiary of the same group as the manufacturer responsible for sales of the bidding products, the bidder shall provide relevant evidence documents from the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer.. The performance of products of the same model or series manufactured by different factories of the same group and brand will be recognized by the tenderer.

防爆證書：投標分析儀應滿足爆炸危險區域1區防爆要求，并提供分析儀的本體防爆證書。
Explosion proof certificate: The Bid Analyzer shall meet the explosion-proof requirements of Zone 1 for explosive hazardous areas and provide the explosion-proof certificate of the Bidding Analyzer body.
