簡要規則描述：為強化河長制工作成效，保障水環境質量，現擬對高橋鎮高新河等周邊區域污水納管進行施工，最大流量約10m3/h，最大管徑約300mm，工程主要內容包括：截污納管、新建窨井、提升泵等管網工程；水泥路面道路修復；封堵排污口等。（具體數量及要求詳見工程量清單/圖紙。）
Brief Specification Description: To enhance the effectiveness of the River Chief System and ensure water environmental quality, it is now planned to carry out the construction of sewage pipe connection in the surrounding areas such as Gaoxin River in Gaoqiao Town. The maximum flow rate is approximately 10m3/h, and the maximum pipe diameter is about 300mm. The main contents of the project include: sewage interception and pipe connection, new manholes, lift pumps and other pipe network works. Repair of cement pavement roads Seal off sewage outlets, etc. (For specific quantities and requirements, please refer to the bill of quantities/drawings.)


合同履約期限：本項目施工工期40日歷天，計劃開工日期：2025年10月30日（暫定，具體開工日期以采購人通知為準）

二、申請人的資格要求
2. Qualification Requirements for Suppliers
(a)滿足《中華人民共和國政府采購法》第二十二條規定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落實政府采購政策需滿足的資格要求：
（1）落實預留份額措施，提高中小企業在政府采購中的份額，支持中小企業發展：本項目專門面向中小企業采購，評審時，小微企業產品均不執行價格扣除優惠。
（2）扶持監獄企業、殘疾人福利性單位，并將其視同小微型企業；
（3）優先采購節能環保產品政策：在技術、服務等指標同等條件下，對財政部財庫〔2019〕18號和財政部財庫〔2019〕19號文公布的節能環保產品品目清單中的產品實行優先采購；對節能產品品目清單中以“★”標注的產品，實行強制采購。供應商須提供具有國家確定的認證機構出具的、處于有效期之內的認證證書方能享受優先采購或強制采購政策。
