簡要規則描述：本項目旨在充分利用“環保管家”在專業技術和人力資源方面的優勢，提高環境管理的精細化、系統化、科學化水平。同時督促企業主動落實環保主體責任，幫助企業解決環保問題。按照環保法律法規及相關技術規范，運用科學專業的檢查手段，協助環境管理部門對企業開展核查監管。通過專業化技術服務，減輕街鎮（園區）環境管理業務負擔，提高街鎮（園區）環境治理水平，促進環境管理的公開公正。（具體詳見第三章采購需求書）
Brief Specification Description:This project aims to fully leverage the advantages of "environmental protection managers" in professional technology and human resources to enhance the refinement, systematization and scientific level of environmental management. At the same time, urge enterprises to take the initiative to fulfill their primary responsibility for environmental protection and help them solve environmental protection problems. In accordance with environmental protection laws, regulations and relevant technical standards, scientific and professional inspection methods are employed to assist environmental management departments in conducting verification and supervision of enterprises. (For details, please refer to Chapter Three of the Procurement Requirements Document.

合同履約期限：服務期限為2025年11月9日至2026年11月8日。

二、申請人的資格要求
2. Qualification Requirements for Suppliers
(a)滿足《中華人民共和國政府采購法》第二十二條規定；

(b)落實政府采購政策需滿足的資格要求：
（1）落實預留份額措施，提高中小企業在政府采購中的份額，扶持中小企業政策：本項目專門面向中小企業采購，評審時小微企業均不執行價格扣除優惠。
（2）扶持殘疾人福利性單位，并將其視同小微型企業。
