中化建國際招標有限責任公司（以下稱為“招標代理機構”）受中海殼牌石油化工有限公司（以下稱為“招標人”）委托，就中海殼牌惠州三期乙烯項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited          (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.
1.  招標條件

項目概況：中海殼牌石油化工有限公司（以下簡稱“中海殼牌”）擬在廣東惠州大亞灣石化產業園區新建中海殼牌惠州三期乙烯項目，以實現其打造世界級、高度一體化的石化基地的愿景。
Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

3. 對投標人的資格和業績要求：

（1）資格要求 
Requirements for Qualification of Bidder
A．如果投標人為境內注冊公司，投標人需提供合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照，投標時需提供原件掃描件（原件備查）；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；

The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 投標人應為所投產品（超聲波流量計）的制造商。如果投標人是制造廠商所在集團內負責銷售的公司，投標人應提供聲明，說明投標人與制造廠商隸屬同一集團，負責投標貨物的銷售工作。
The bidder shall be the manufacturer of the products (Liquid Ultrasonic flowmeter).If the bidder is the sales company within the same group as the manufacturer, the bidder should provide relevant documents to prove that the sales company is within the same group as the Manufacturer and it is responsible for the sales of the bid goods.

（2）資質要求Qualification requirement:
A. 特種設備證書：管道式超聲波流量計到貨時應隨貨提供《特種設備監督檢驗證書（壓力管道元件制造）》。對國內制造的流量計（殼體），投標文件中應提供《中華人民共和國特種設備生產許可證》（壓力管道元件），許可范圍應包括流量計（殼體）。
A.Special Equipment Certificate：For in-line ultrasonic flowmeters, a Supervision and Inspection Certificate for Special Equipment (Manufacture of Pressure Piping Components) shall be provided together with the goods upon delivery.For flowmeters (Shell) manufactured domestically, the bidding documents shall include the Manufacture License of Special Equipment of the People’s Republic of China (Pressure Piping Components), and the licensed scope shall cover the flowmeter (Shell）.
B. 防爆證書：投標人必須提供產品制造商的防爆電子式儀表的國家授權防爆認證機構頒發的《產品防爆合格證》
B.Explosion-Proof Certificate: The Bidder must provide the Product Explosion-Proof Certificate of Conformity for the manufacturer’s explosion-proof electronic instruments, issued by a nationally authorized explosion-proof certification body.
C. 其他證書：投標人應取得并提供《中華人民共和國計量器具型式批準證書》。
Other certificate:The Bidder shall obtain and provide the Type Approval Certificate for Measuring Instruments of the People’s Republic of China.

（3）業績要求Requirement for Bidder's reference:
本項目不接受代理商投標。
2015年1月1日至投標截止日(以合同簽署時間為準)，投標人至少具有2個在中國境內應用于
